David Wallace joined the Department of Trade and Industry in 1986 as an oceanographer developing models of oil and chemical spills. From 1990 to 1993 he worked in the Department of Energy (latterly subsumed into the DTI) with responsibilities for international relations in energy technology. In 1993 he took up a position as a visiting Research Fellow at the Energy and Environmental Programme of the Royal Institute of International Affairs, following the award of a Government Research Fellowship by the Cabinet Office.-About the author, ENVIRONMENTAL POLICY AND INDUSTRIAL INNOVATION
